Dr. Frederick “Bud” Shuler is a fellowship-trained, board-certified vascular surgeon who has proudly cared for patients and families throughout the Florida Panhandle for more than 25 years. As Founder and Medical Director of Panama City Vascular (formerly Vascular Associates), Dr. Shuler is committed to providing rapid access to world-class vascular care focused on helping patients maintain mobility, independence, and quality of life.
Dr. Shuler specializes in the diagnosis, treatment, and prevention of diseases affecting blood vessels throughout the body, including circulation to the legs, brain, kidneys, abdomen, and heart. His expertise includes peripheral artery disease (PAD), carotid artery disease and stroke prevention, aneurysms, venous insufficiency, varicose veins, leg swelling, venous ulcers, deep vein thrombosis (DVT), limb preservation, and vascular health and prevention.
His approach combines advanced vascular ultrasound, minimally invasive procedures, medical management, and surgical expertise to help patients preserve mobility, avoid preventable complications, and maintain long-term quality of life. Dr. Shuler’s training uniquely spans vascular surgery, vascular medicine, venous and lymphatic disease, and advanced vascular ultrasound—offering patients a comprehensive, prevention-focused approach to vascular care rarely found in a single physician.
After earning his medical degree from Emory University School of Medicine, Dr. Shuler completed his General Surgery residency at Georgia Baptist Medical Center, where he served as Chief Resident. He then completed advanced fellowship training in Advanced Laparoscopic Surgery at the University of Pennsylvania under Dr. Jo Buyske and Vascular Surgery at Atlanta Medical Center under Dr. David Rosenthal, nationally respected leaders in minimally invasive and vascular surgery.
Dr. Shuler is Board Certified in General Surgery and Vascular Surgery by the American Board of Surgery. He is also a Diplomate of the American Board of Vascular Medicine and the American Board of Venous and Lymphatic Medicine, reflecting advanced expertise in the medical, surgical, and preventative management of vascular disease. He additionally holds advanced vascular ultrasound credentials including Registered Physician in Vascular Interpretation (RPVI), Registered Vascular Technologist (RVT), and Registered Phlebology Sonographer (RPhS).
Prior to private practice, Dr. Shuler proudly served as a Major in the United States Air Force during the Global War on Terror, including assignments supporting Joint Special Operations Command ( JSOC), combat casualty readiness, and military trauma care. He later served as an Advanced Trauma Life Support (ATLS) Course Director and Instructor at the Defense Medical Readiness Training Institute at Fort Sam Houston, helping train physicians in trauma and emergency care. His military service earned multiple commendations, including the Air Medal and Combat Medic Badge.
Beyond clinical care, Dr. Shuler remains deeply committed to the Florida Panhandle community. He serves on the Military Affairs Committee for the Bay County Chamber of Commerce, has contributed to vascular research and medical education, and remains passionate about mentoring providers and advancing excellence in vascular care throughout the region. For more than 25 years, he has remained committed to serving the community he proudly calls home.

His mission is simple: to help patients protect their legs, brain, heart, mobility, and quality of life.
Outside of medicine, Dr. Shuler values faith, family, service, fitness, and mentorship. He and his wife, Magdalena (“Maggie”) Shuler, MD, PhD, are grateful to call the Florida Panhandle home and enjoy investing in the next generation and serving their community.
